I can't make a call out and I'm abroad HELP?

I am currently in Tobago and I have a few calls to make and I'm being told by an automated voice that there's restricted calls by the OWNER which is ME and I can't call out! HELP! I need to make some calls to the UK 

Advice

Waiting for a text for help it's still not arrived. So two things really, 1st need a upgrade so need some advice as want to stay with same or similar plan and I need a new mobile. 2nd signal issues in my area who deals with that?
