SIM NETWORK PIN IS BLOCKED NOT LOCKED

When inserting new EE sim, it says SIM NETWORK PIN BLOCKED. Enter SIM NETWORK PUC.I have the PUC but still not working.Any ideas ? As aware its saying blocked not locked ???!!

I've locked my sim then I unlocked it by using my PUK code but now it's locked again and when I put my PUK code it said it's wrong, it asked for a pin but I thought that was the pin

I've got a pac code from my mobile provider and I've put it into ee as I want keep my old number this is what it saysPlease make sure you enter the right code. Your PAC will look like ABC123456. Your STAC will look like 123456ABC.
