Resolved! Making calls from abroad

I'm in Taiwan and cannot make outgoing calls or send text messages but can receive them.I have a pay as you go and it's been a while since I made a chargeable call but I was able to top up some credit today.

Why do I have to have credit to listen to my voicemail? I'm paying as you go and have a VM but I can't hear it as I haven't out credit on. I have no intention or topping up my phone yet- its unfair I have to pay to listen to a FREE service
