Paid for a £10 top up, EE said "error, didn't take payment" so I paid again for £10 a top up, in my account it states £10 balance.
Bank informs me EE have taken both £10 payments. I call EE for a refund and the customer assistant tries to get me to upgrade phone before telling me shes "made a note of the problem".
This was a few days ago and not heard anything and no refund received. I will make a formal complaint but is there any way I can get someone to help with this urgent matter?

I had a credit from EE, and they stated "About 7 Days" so bear than in mind. However, I got it back in ~2 Days.

Glad you got it sorted, hopefully they'll refund to my bank.

Ring your bank and see if its "Pending" they can usually do it quicker if it is.
