No network coverage in US

My partner and I (both on EE)  are currently in Florida and have no network coverage despite having mobile date and roaming services turned on and an active monthly roaming passes.

My partner and I are having the exact same issue we aren’t able to use our phones without being connected to wifi and we have the roam abroad pass / roaming switched on in our phone settings.
