Using phone data in Colombia

Calls are not being connected to this number ?

Hey all, I'm trying to call  someone but every time I attempt to do so it says "calls to this number are not currently being connected". Also, when I try to text, it won't go through at all. We are both EE users (I'm an android user, they're iPhone)....
