Roaming in the usa

I have the roaming smart add on.I know I have 50g of data to use in the USA and can phone and text back home with in my contact.My question is can I phone USA phone numbers while in the USA at no extra cost.

Resolved! Using pay as you go in the EU

I have a pay as you go pre 2017.  I am going to travel in austria and france but am not starting out from the UK.  Can I use my allowances to roam and on the internet if I am not starting out in the UK
