Are Sim free phones unlocked?

Hi sorry if this is obvious, but are the SIM free phones available online with EE and other stores unlocked- as in they’re not tied down to a network? So if I bought a Sim free phone from EE I could put my Vodaphone, 02 etc sim in with no hassle?
