Can I transfer esim from iPad to iPhone using the app

Can I transfer the esim from an iPad to an iPhone using the app? Don’t you normally get a text to the old sim to enable transfer to the new device, which won’t work if sent to an iPad.The plan in the iPad is a phone plan.
