Screwed in Jersey

I'm in Jersey, cant make calls, texts or access cell data, cant call 150 number, no online chat, whatsapp advertised number is not on whatsapp and FB messenger not answering.....What next?the phone is showing good signal

What if you don't make & receive calls, send texts & listen to VM.But you simply receive the texts on iMessage, is it still charged?Thanks!
