Incoming calls from uk to Turkey

I am in Turkey on holiday but can't receive calls or voicemails from the UK, can call UK ok but not the 150 number or other numbers on ee website

I'm seeing lots of charge rates info online. Does it cost, and if so how much, to call 0300 numbers like the HMRC line? I have a 15 pounds subscription pack pay by month. it include unlimited calling ( Is that include 0300 calling at free?)
