Calls are barred when trying to call abroad? Why?

@RoRo1979  Are you on contract or PAYG ?  Are you trying to call a none UK number?  

To contact EE Customer Services dial 150 From your EE mobile or 0800 956 6000 from any other phone.

Are you currently abroad trying to make a call? This is roaming if so.

Or are you in the UK trying to make a call to an international number?
