Roaming will not connect with any local network in Vancouver

I’m in Vancouver Canada with an Ee phone on my uk account. It will not connect with local networks just SoS calls or No Service so I am royally stuck in so many ways. Roaming is on. 

International calls

Today I get add on international calls to my account but when I'm making international call I can hear only "calls to this number are barred from your phone." How can I activate international calls on my device?
