Data Roaming Off and just use wifi calling ?

When travelling, I will have Wifi at my location, Can i still receive Incomming SMS messages for FREE If I do NOT have data roaming and only use Wifi calling? Also will there be any charge for incomming calls as I will be on Wifi.
