Did you mean:

my phone can't make or receive phone calls or SMS messages via mobile signal

It appears to be a problem with phone calls and SMS messages via the sim card -- if I try making calls and messages via whatsapp, it's fine. I can send message via whatsapp, even if the wifi capability is turned off.

I'm still getting mobile data through. I can access a website on the browser, even if the wifi functionality is turned off.

I seem to be not receiving any phone calls though. I think I do receive (some? all?) SMS messages, but can't send them.

I tried calling ee on 150, but I can't make calls, so I can't get help from them that way
