When I tried to send I get orange circle exclamation mark and when I click it says “could not send message”… there is a record above this from last donation to 70702 that did work. Is there a setting that stops me sending charitable donations?

Abroad in the US, can't call or text 150
I'm abroad in the States and I have a contract with EE that includes roaming. I am able to use data but I can't send or receive texts or calls, including to 150. I have tried turning the phone on and off, as well as switching the network selection.
