Mobile Broadband - How much data to stream Netflix occasionally?

Hi,

 

I am currently trying to set up mobile broadband for my father who has no knowledge of internet etc. 

Since he cannot get a line installed in his house I was thinking of getting mobile broadband. There is a good 4G signal at his house. 

how strong a 4G signal would he need to watch Netflix on a small (16 inch) TV? 

What would you guys recommend? How much data to watch Netflix occasionally , or rent a film etc. 

any help would be brilliant, thanks.
