Cannot use brand new SIM

I have bought an EE SIM which arrived today. Want to check signal and quality. The letter that came with the SIM says "1. pop it in 2. join my EE 3. pay for your pack".
I cannot see an option to pay and when I try to register my number it says "you can only associate a number for an EE Consumer or Small Business plan"
Any idea what I can do to use this SIM?

Is this a PAYG SIM? Or a new pay-monthly SIM-only plan? I suspect the former, but confirmation would be useful.
And what are you trying to register it for?

It is a pay as you go. I got it online from EE. Put it in the phone, does not allow me to make calls. The EE website does not show me how to pay for the SIM and it is curious they are making it so hard to let people pay them...

I cannot recall if I paid for it. The letter it came with says I need to pay for the pack, which is the £10. But there is no way I can see to pay for it and when I try to register my number it gives that error. Crazy!

Hello again, yes, fully connected but not allowed to make calls. "Not registered on network".
I think I need to "activate" the SIM first but the website won't let me. There are dozens of same error messages on the forums. Definitely a website issue.
