PAYG unable to call/text from outside UK

Moved over from sim-only to PAYG as I moved out of the UK. I got a voicemail and am trying to get to it. I've topped up my payg sim but when I try calling the VM or even 150, I get a message saying calls to this number are barred. Any way to fix this...
