My Pay as you go SIM isn't receiving texts

I have a dual sim phone, one sim works okay (the contract 5g one) but my pay as you go isn't doing anything. Is anyone able to help? Texting to 150 doesn't work at all, I just get a notification saying "not sent"

When was the last time the pay as you go SIM was used to make a call or send a text?

Hello and thanks for the reply. I do live in the UK yes. I haven't used this card to make outbound calls or texts in a while. However i thought it would still be active since it's still on my account and it let me pay for a top up on it (i put £10 on it a couple days ago, trying to buy a pack but it wouldn't let me. 

I know it's possible that the number has been 'deactivated'. What can I do in that case? As I have this number still assigned to some online accounts (like Gov) and I need to receive authentication messages to it
