Last Friday I upgraded my handset to the Honor V3, on Saturday I called up and added on the EE perk which gave me 20% off the price. I decided that I didn't like the handset so sent it back, when the upgrade was reversed I ordered the Magic 7 Pro, Friday just gone and paid the £10 for Saturday delivery. Called up today to add on the EE perk this morning, and spoke to a member of CS who filled out the form and sent it off, she said it would be actioned shortly and not to worry.
As it was getting to the end of the day and I couldn't see it added on, I called up only to be told because it wasn't agreed at the point of sale they would not add on the discount and the form would not be actioned. She said the only thing I could do was return the handset, place it again and give them the code. The person I spoke with earlier in the day already redeemed it so it's now useless, I would have to generate a new one. Unhappy I requested to speak to a manager as I had completed the same process less than a week ago. The person I spoke with was quite unhelpful and didn't really want to help.
I was curious so called back and spoke to someone else who told me that this had been the case for the last 3 months. He again said the only way they can add the discount is if it was agreed at point of sale and I should have given the sales person the code when I was placing the order. He said the other way for the discount to be applied is to do it online, which you can't do as the codes don't work even if the plan is not discounted.
It's completely ridiculous to me that I currently have the handset and am happy with it but to get the discount I now have to send it back and place the order again.
For now anyone reading this I would say beware, they no longer accept EE Perk codes up to 30 days after the order is placed.
If this is the new process the solution they have offered me is really poor and ridiculous.

Happy to say this has now been resolved but the person who helped me did confirm that discounts like EE Perks, Blue Light and Friends and Family can only be added on at point of sale.
They can no longer be added on after the sale is completed, the process of returning the device within 14 days and then taking the out the upgrade again would be the only way forward.
Also to note Perks now says: Non-eligible plans: You cannot get the discount if you are on a plan that includes an annual upgrade benefit.
