Unlocking my phone

I am in India and need to send and receive calls and messages while here how can I contact Ee to do this every angle is locked 

Data add on roaming

WiFi calling not working on one of two sims

I have 2 EE Sims in my S21 Ultra. I get WiFi calling on one SIM, but not the other. Both SIM cards are less than one year old, and WiFi calling is enabled in the phone for both Sims.Any suggestions?
