How to prevent retrieving voicemail charges when abroad

Hi,I am trying to figure out how I have  been charged for retrieving a voicemail message whilst abroad as I use visual voicemail?  There is nothing in my device call history which suggests I called voicemail.  So how have I done this? Thanks.
