Has anyone else had issues with making and receiving calls indoors outdoors and even via WiFi?? I have had this issue again now and unable to speak to someone at EE

Why can't I make calls and send text messages to other countries' mobile phone numbers? I have saved the area code + mobile phone number, but I still can't send messages or make calls. I also tried to turn on data roaming and recharge my credit.
