Calling abroad

I cant seem to phone a new zealand number. It says the number is barred. I phoned the number yesterday and had no problems. How do i fix this?

I paid for 15 pounds for a month of roaming in Australia and it’s not working. It says it’s in my add one but my phone only works near wifi
