Calling UK from abroad

Currently abroad in Spain and I can't make any calls due to it saying it is restricted. Roaming is turned on. I can't contact EE as I can't even call them. Any ideas?

I got my SIM off EE and got told I would get WiFi calling but I don't and it's still using the number a got from use instead of my number a ported over from BT that's been about six days now and i got told if I switch I would definitely get WiFi call...
