Not if you are listening to it within the EU. It does count towards your mins allowance however if that is limited. If you do go beyond your limit then you will be charged for the excess as previously stated.

Voicemail calls are a part of your standard allowance, outside of this it is 35p per minute.

@Atkinsp : It's the same for contract as for PAYG. In the EU you only pay if you exceed your call allowance. The point with contract is that you are more likely to have an unlimited call allowance; with PAYG you always have a limited call allowance.
