I have a reoccurring problem when I cannot gift data, the app does not work and I cannot gift on the website (desktop or mobile). I am on the verge of leaving EE as i've spent literally days speaking to them and nobody seems to be able to tell me why or offer a fix.

Brilliant, another queue due to the fault of the provider, but it's the customer that has to waste their time.
I thought the reason we pay more for EE is due to their so called better customer care?

I have the same thing. Happens regularly. I have 5 lines with EE and will look to leave if things not corrected.
