What's the best plan for Northern Ireland?

I live and work in both London, England and Belfast, Northern Ireland. I am currently charged through the nose any time I make a call to the Republic of Ireland. Is there a better plan for people like me?

Calling a RoI no. from UK is chargeable. There may be International Calling add-ons that can reduce these charges.
