incomplete purchas

I forgot to add an item before finalizing the purchase and ended up finishing it incomplete, but I can't go back and redo the order, it has already been issued

can I still add the item to my order? or can you cancel so I can issue a new one?

If you ordered by phone or online you always have a statutory cooling-off period up to 14 days after delivery to cancel your order FoC. If you ordered in-store you have no such "change-of-mind" right of return. You can then order what you really want.
