Please confirm the pay as you go sim card/mobile number can be kept for not less than 179 days even no balance in the account and no top-up ?

@Jancocheng : Yes, to a certain extent. It's still yours but you cannot use it unless you get in touch with CS.
EE PAYG SIMs are deactivated after 179 days of non-use. You then have a further 90 days to call EE to reactivate it before it is lost completely.
You need to make a chargeable action like making a chargeable call or text, topping up or buying a Pack or Add-on, not just using your mins, texts or data from your pack.
