Intermittent Drop In Internet Connectivity

Every time I top up on the app using my bank card I get a notice saying payment failed and then get an option to add new card or to try again. I press try again, then a few minutes later I get a message saying that my account has been topped up twice...

Resolved! Unknown charges short code 82222

So I’m seeing a subscription charge of £0.25 every few days on my account  with no idea what it is as I’ve never subscribed to anything and for the number 01494 750 678. Anyone any ideas what this is and how I stop it? thanks
