Laptop/tablet

Can I get a laptop without buying a new contract for calls/data as any data I use can come out if my phone data ?? (Just pay for laptop monthly not a plan? )Or am I missing something

Replacement Sim

Hi Just got a replacement sim card to see if it resolves an ongoing call/reception quality issue and now I'm unable to upgrade early, is this due to it being considered a new contract and if so why wasn't  this clearly communicated to me?
