I have been charged for picture messages in October , and I did not use or get such messages.

@sudhav62 You’re not charged to receive MMS. You are charged if you send to multiple receivers of a message ( I think it’s 4 or more ) as the device changes it to an MMS or you are sending emoji’s ( not using iMessage). It can also change it to an MMS if you send a message that is over 160 characters. 160 characters is a text message limit and blank spaces within a message are also characters of that message.

Does this look like it was a one-off type of charge or have you been charged for multiple MMS messages?
