I have no mobile internet on my Xiaomi Mi A2 with Android 10.
I setup APN as per below and restarted the phone and still no signal.
Any ideas how to resolve this?

I would be very tempted to pull out an old mobile phone at this point to sanity check that cellular data can be made to work on any device. 😂
SIM works fine in my old phone.

Yes as I said SIM 2 info and Settings are probably unavailable if no Sim 2 in there.
This phone is running Android One (pure Android), yes ? Probably Ver 9 but it's been updated to Android 10, was this an OTA Update from Xiaomi, did this used to work when it was Ver 9 ?.
Check Airplane Mode is OFF.
Check WiFi Setting,under Advanced is there something to do with turn On Mobile Data Automatically, toggle it a couple of times then Reboot, can you download Apps to the Phone ? Via wifi

I bought the phone second hand with Android One version 10.
Airplane is off.
Toggled 'Turn on Wi-Fi automatically'.
I am considering flashing the phone with the latest stock ROM (if I can figure out how to do that).

And yes I can download apps via wifi.

I wouldn't recommend messing around with the Phones ROM or ROM updates unless your really up to speed on the whole process and potential downfalls.
I still believe your issue is Data Settings and there's a conflict somewhere on the Dual SIM side.
I'm currently at work but will post up some more stuff to check a bit later or tomorrow.
Mean while can you check your OS Update status is good and poss post up any screenshots within your settings for anything to do with Network, Mobile Data and SIM Management, plus any sub menus within them that may be of interest
