Iphone 11 storage full!!

I did the ios update on my iPhone 11 last night and since then I have a constant alert in my phone telling me my storage is nearly full. 
I always back up everything to iCloud and I pay the additional fee for extra storage and my iCloud is not even half full!!

But on my phone storage it is still showing 16gb of photos even though these are all backed up to iCloud and optimise photos is turned on. 
And I don’t have many apps on my phone at all!
I’ve tried everything so far and nothing has fixed this!

I'd recommend getting in touch with Apple Support about this.

I've had a look through their help pages and as far as I can tell you've got everything set correctly.

Hi Jon,

I have factory reset the phone and solved the issue for now!! But it seems to be saving all new photos to my phone storage whilst also uploading them to iCloud which is very strange 😕
