Can’t gift data been trying for over 2 weeks

I’ve been trying to gift data from one mobile device to another - they’re both on the same bill and have always been able to do this. There is 29g left and Available and allowances don’t reset for another 12 days . I keep getting an error message saying that there is a technical problem and to try again later . I have been trying to do this for 2 weeks,  I have updated the app on my iPhone, tried to chat online - no one available , phoned and ridiculous waiting times.
