The situation:
My electric gate has a PAYG EE SIM card with £10 credit which gets deactivated every 6 months because it has no 'activity' i.e. outgoing calls or texts. Apparently there are not enough numbers to leave 'inactive' SIM cards live (which I fully understand BTW)
I'm told by EE to put it in a phone every 6 months and send a text to keep it active.
My question:
If I were to purchase a 'data only' SIM, would it be able to receive incoming phone calls to activate the GSM module on my gate?

Your going to have the same problem if it's a PAYG Prepaid Data SIM, once activated it will have the usual limited Life Span if it's not used for a while with an Outgoing Chargable Cost.

Yes, data SIMs are able to make & receive calls & texts. It's just that making calls & texts are not included in any allowances & so have to be paid for.
