I can’t make a call or message

I just bought a new iPhone and I put my EE sim and I have been trying to make a call or message and it has not been working is their anything I could do to fix this please

On a recent cruise in Montenegro  2 weeks ago,my phone was lost/stolen and I claimed on my phone insurance and received a new one on returning  to the uk,today  I receive a message from a restaurant in MN saying we have your phone we can post it back...
