Absolutely - very common & standard techique to catch the unwary. You have good cause for complaint to OnTopUp and/or Google.
Whether they'll be interested is another thing - their business is based on these techniques working.

Sorry I would have to say that the set up instructions on my payg router were poor. I’m a computer programmer so do consider myself technical but obviously not ee instruction savy.
After my original good experience I came to top up and was just confused. I went to ontopup and tried to top up they auto renewed three payments before I deleted the account but none of the money ever got to my account? Looking comments I can afford a small loss lots of people can’t!
I got had in my mind for £15 there’s bigger problems in the world so question is that me or poor instructions? Look on the instructions for a ee payg router (s great product) they ate letting themselves down so other comments are so valid!
I am a customer experience manager for a national company. If any one ee wants to reply happy to discuss my experience!

@Stevesthelens : Why use OnTopUp? It's nowt to do with EE & EE's instructions wouldn't have led you there.
Try using Fast Top Up online with a UK bank card. You don't need to login or register anything. All you need is your mobile no. & it doesn't remember your card details.
