Unable to link my new PAYG sim to account

Hi, I ordered a PAYG sim £10 for 8G pack and received today.

When I try to link that to the EE account, it shows below error. 

Please let me know how to resolve it?

And also when I plug in the sim to the phone, it said I don't have any create to make call. But I had already paid £10 when I order the £10 pack? I called the 150 hotline few times today but it is very difficult to get someone connected..... wait too long without anyone answer.

Hi, my £10 pack is activated now (for some reason, I need to top-up and keep a £10 credit balance before £10 pack I paid before can be used. A bit confusing)

However, I still cannot link the number to my EE App account. Still got this error message when I try to link.... So I cannot manage the number in the App or My Account.
