I am sorry to hear a new SIM has been ordered rather than a Top-Up. 

I'd recommend giving us a call so our customer care team can look into this for you.

To contact EE Customer Services dial 150 From your EE mobile or 0800 956 6000 from any other phone.

Did you pay anything upfront for your SIM, or did you select the top-up later option? 

Also please don't share this in public, but did you get an order reference number starting with XK when you placed your order?
