DPD stole my order

I was expecting my package on Saturday. Twice, Saturday and Sunday, DPD postponed my delivery. Today it arrived, and the bag contained an old power bank and phone case, of similar size of what the original Samsung box would have been. NOT MY NEW PHONE. The label has clearly been pasted into this plastic bag. 

I've tried to contact DPD who said that EE are the ones that should solve the issue. I need some help with this.

You'll need to speak to EE CS on 150 about this issue. 

You need to file a report with the Police as well if you believe this is theft.

EE standard opening hours are 8am to 10.30pm every day.

I've finally got a EE CS operator after being on the line for 45 minutes. EE will start an investigation with DPD, in the meantime I'm without a phone, which I'll still have to pay. 

Given the number of open cases where DPD has stolen the phone I can't believe EE is still using this company. This is ridiculous. I hope I do get a positive solution soon.
