outband calls failed

I am currently travelling in the UK, I have an Iranian SIM card. Although roaming is active, since 2 weeks ago the calls have been one-way and I cannot make calls, but I receive messages and calls. I receive this message when making a call.
I checked with several other SIM cards and other phones, but they all have problems
"sorry, you can't make any outbound calls from this number. please contact customer services to restore your service."
How can I solve this problem?

Is this happening with an EE UK SIM? Or your Iranian SIM?
If it's an Iranian SIM, you need to contact your Iranian provider for help.
