Network in Malta

I am in Malta , but there is no network on my phone , what should I do ?

Call failed

My phone has started saying call failed. This is when it try to ring my answerphone, or a landline number. I have tried turning it off and on, re- setting network settings, tried calling answerphone by 222. Any advice?
