My phone will accept incoming calls but cannot make outgoing

How do I  activate this on the London underground? What do I type into EAP method PEAP Identity and Password? Please view screenshot.   

Calls to a French number are barred - why? The number is not blocked

When trying to call a friend in France, I get the verbal message "calls to this number are barred from your phone". As the number is not blocked, I cannot understand why this is happening. Can anyone help?

Roaming in France

Hi - just arrived in France and don’t seem to be able to get any signal.  I’ve trained to join a local network manually with no luck, rebooted the phone etc etc all to no avail.  I didn’t text roaming to 150 before leaving the UK.  Help please.

I’m in Croatia. Pay monthly and cannot make calls or text at all. WhatsApp fine

I can use WhatsApp and send emails but cannot call or text at all. Pay monthly. Husband who is on same contract and linked phones can call and text.
