Data roaming in the EU

What should I buy to get roaming or at least text messages in EU? The website is no use. I have the 20 pounds per month and 50 gb internet plan.

Add a device to a sim only contract?

I have a sim only contract but my phone is broken. I want to take out a plan for a device on the same plan, is this possible? If i go to just set up a device plan it automatically includes airtime, but then i will be paying for 2 sets of airtime
