Phone not working abroad

I am currently abroad in Vienna. EE are charging me 2.49 pound per day to use my mobile yet it won't let me send texts amd make or receive calls. Why am I paying extra to not be able to use my phone abroad?

Resolved! Turn on roaming while overseas
