Mobile apps not working on data

Hello, I have the same issue with instagram. 
it works only on wifi and not on mobile data, if I travel to another country and use another carrier but with the same EE sim then it works fine. I have reset my iphone, reinstalled the application multiple times but still nothing.

Any solution to this?

@Bobu91  Have you called customer services to request content lock be removed?   You’ll need a credit card to pay a refundable token or you can go to a EE store with in date photo ID to make this request there.
