I've just received this text and wondering if it's a scam. I have blocked picture messages as I get charged. Thanks

That's a standard text message sent to a phone who's been sent a picture message, but is incapable of receiving it - it doesn't ask for bank or other financial details, but is giving you the login for the website. There's nothing for a scammer to gain by sending you this text message.

You're only charged for sending MMS, not receiving.

Thank you can I just confirm that I won't get charged for receiving and opening picture messages?

That's right @Karenb1 there's no charge to receive a picture message.
